Jason & Lucia
For the first time in series history, a Bonnie and Clyde-style criminal duo.
Born in Liberty City, she fought for her family all the way to the Leonida Penitentiary in Vice-Dale County. Out on parole, she moves in with Jason at his stilt house in Key Lento — big plans, and no intention of going back. The series’ first mandatory female protagonist.
A former military man, he settled in the Keys working for smuggler Brian Heder. He dreams of a quiet life, but meeting Lucia is about to turn everything upside down.

Jason’s best friend. A die-hard conspiracy theorist, he’s happiest at home, snooping on coast guard communications with his antennas.
A local legend: he turned his street corner into an empire — real estate, a strip club and a recording studio. Dre’Quan’s partner at Only Raw Records.
He came up from the streets and now runs the Only Raw Records label with Boobie Ike, with one goal in mind: finding Vice City’s next big hit.
Bae-Luxe and Roxy, friends since high school, went from scamming local dealers to rapping. An early hit single featuring local rapper DWNPLY took them to new heights. Five years and a whole lot of trouble later, they’re signed to Only Raw Records, hoping lightning can strike twice.
A veteran bank robber. Boldness, charm and adaptability: he’s always looking for the next big score — and the right recruits.
A long-standing dealer in the Leonida Keys since the golden age of smuggling. He owns the boatyard where Jason works — and rents him a place in exchange for favors. Married to Lori, his third wife, who also works at the boatyard.
Owner of Wyman’s World Auto Salvage Co., a junkyard where he buys and sells parts. Rockstar describes him as a local fixer with a passion for restoring abandoned classic cars. Glimpsed in the 2022 leak launching into a conspiracy-theory rant at the Starlet Motel, in front of Jason Duval.
Brian Heder’s third wife, she works alongside him at the boatyard in the Leonida Keys. Glimpsed in the background of one of Brian’s scenes in trailer 2 — no official capture shows her alone to date.
